Anybody know a source for waterproof boots that would be good for touring in 13B size? I've contacted Chippewa, Red Wing, etc but none that width being waterproof.

You might need to go the old fashioned way with several applications of Mink Oil applied periodically.

You might want to check with Daytona. I have no idea about width, but it would appear they offer your size (roughly 49). Daytona selection and pricing here in the US is rather poor, but there are a couple places in the Netherlands and Germany who ship them to the US for a fraction of the cost of what they sell for here. If Daytona offers a size that fits, my partner and I can both vouch for the quality. We both have waterproof models.
 
I have the opposite problem, feet almost as wide as they are long

kind of pricey but beside the widths listed they do custom sizes, it took a few back and forth emails and then waiting a couple weeks for them to be made (it was a year ago during the first covid lock down)

I have the Hoag microlight all weather in extra wide, all in all I'm very pleased with them.
 
I've got narrow feet. I have given up trying to find riding boots in a narrow width. The BMW All-Around boots are light enough I can wear them.
