Pannier lock not working

The pannier lock, that locks bag to motorcycle won’t lock back up when I try putting the bag back on.
It doesn’t work off the bike either.
The latch that opens the bag works fine. Any solutions?

wiggle the bag a bit when you're trying to latch it. Lift a bit near the front. Don't try to force it. It will either work or not, and it is related to the little buttons on the back of the upper front mount point.

That's been my experience on my 11RT as well. It has to be fitted just right to lock into the mount. I struggled with my left pannier for several minutes the first time I took the pannier off to wash the bike. Then hit upon wiggling the bag and lifting the front just enough and I could feel it pop into position.
 
Fixed

Ok, all the wiggling and bumping would not get the handle to close.
So I put the bag on the bench and started pulling screws to get at the mechanism.
What I found is that the small plastic pins, next to each metal locking pin, were not
retracting enough to allow the lock pin slider to move. So, I removed them. Their only
function I can figure is to keep the handle from closing off the bike. The handle now
works smoothly. No more wiggling.
