OOOPS - My error:
From the factory, the "vapor vent" line is connected (through the round plate) to the charcoal canister, which would be damaged (flooded) by the entry of liquid gasoline. If the canister is removed, then that line is typically routed down with the filler neck's water drain.
So, it's not to prevent fuel escaping if the bike is dropped, it only tries to save the charcoal.

That valve is called the rollover valve in the OE service manual.
It's called a safety valve on the parts fiche.
Normally it vents the tank. When the bike takes a dirt nap, it stops fuel from coming out the vent hose.
Euro & Canadian models did not come with a charcoal canister.
