Technically speaking, if you didn't have to pay to attend, wouldn't the cost deferment be a form of compensation, and thereby turn the official title of the position from volunteer to paid staff?

The IRS would agree wholeheartedly with your assumptions, and require paperwork to document the issuance of wages...:-(
 
If we had to pay for all of the man-hours involved with this event, none of us would want to pay the crazy expensive registration fee.
I don't mind volunteering. It's been through volunteering in this club that I now have best friends all over the country - - and actually, across the globe.

And yes - as stated above - everyone, including the board members and the rally chairs, have to pay to come in. It keeps everything on an even-playing field.
