It looks like an industrial worm-screw drive setup. Engine on the input side (screw) , and sprocket on the output (spur gear) side. Should walk up buildings, but the mileage probably sucks !
So,....someone (assuming it was him) actually spent a good deal of time to build this,....thing? Good welding practice and tube fabrication skills practice. Beyond that I have to ask "why?"
I'll bet my Suzuki GN400 ice bike with 1200 ice screws per tire will out perform this thing.
Judging by the very tight converging angle of the chain at the front,
the estimated pitch of the chain (maybe 2"; #160 chain?)
the suspiciously Caterpillar-yellow "wheels",
rear spring coil diameter of what, and inch?!

I'm guessing it's pure fantasy.
