So for those of you that have your cell phone mounted on the handle bar , Does it over heat ever ?

No.

Yes. Anytime it's in direct sunlight around 32c (90F) or hotter, my Iphone screen gets darker until it becomes unreadable.

I have a 2018 RT. I run with my cell phone in a Ram mount on the handlebars and never have any issues as long as I am moving. Standing still I can see the sun baking on it my over heat the phone, but air movement while running down the road should keep it cooled.
