Bar Risers to adapt a 32mm handlebar to accept a 1" (25mm) handlebar?

I'm searching for what seems to be a unicorn. I have an R1250RT with the stock cast upper triple clamp (in BMW speak, "upper fork cross brace").

I'm working on a project to move the grips closer to me than I can achieve with the grip risers such as those from Ilium Works and Helibars. I will be experimenting with swapping in the upper triple clamp for tubular handlebars and working with a set of Heilbar's K16GTL Horizon bars (the ones with several degrees of freedom). There may be some wiring/hose extensions needed, but that is within my skill set.

Here's the rub: The stock BMW tubular handlebar (and hence the saddles of the triple clamp they sit in) are 32 mm diameter in the center section, and the K16 Helibar kit has a 1" (25 mm) center section bar diameter. I've been searching, so far without luck, for a bar riser or bar back that will: (i) bolt up to the BMW tubular bar upper triple clamp; and (ii) present a 1" (25 mm) saddle to receive the Helibar K16 center section tube.*

Please let me know if you have any suggestions!

* Ultimately, I can use my mill to create a set of risers to meet my needs, and I may ultimately have to do so. But I can save myself a lot of work if I can simply buy a pre-made set.

Is the clamp spacing such that you can just sleeve it down?
Thanks for the thought, Anton. This is one possibility that is definitely on the table, but less preferred. Without parts in hand yet, I would expect the shim thickness to be on the order of ~1/16" or 1.5mm. My concern is that I'd have to go to pretty high clamping loads to prevent the bars from rotating in the shims and the shims from rotating in the risers (I wouldn't want to pin the handlebars/shims in the risers because that would lock the bars in a single position). I have some shim stock I can use if I have to go this route, but I was hoping I could find a "conversion" riser to eliminate the need for the additional layers.

At this point, I believe my options are: (i) find a "conversion" riser (looking less likely all the time); (ii) mill a set of risers from bar stock (doable, but time consuming); and (iii) sleeve/shim the saddles. I'm currently awaiting arrival of a Fleabay used tubular bar upper triple clamp in the next couple weeks. Once it is here I can start measuring things and make up my mind as to how to proceed.

I didn't see anything on the Rx site. I like their products but stepping down in size is not a typical need. However, many of the images on that site show typical handlebar shims. I don't see why the clamping load would need to be any higher with a shim in there than it would without a shim.
 
You're probably right about the clamping load; I'm likely over-thinking it. I suppose it's my nature to try to anticipate and mitigate potential issues while I am waiting. Once I have the replacement upper triple clamp in hand I'll be able to know what I need.

I've got a pair of GS Rox Risers I'll never use. If you want, I can take some measurements for you.

Let me know and I'll bust out my calipers.
