06 R1200RT: Bike won't start after servo brake removal

I recently tore out my servo brakes and replaced them with hard brake lines. All is good with that. I did remove the servo unit but ket the ecu plugged into the wiring harness.

When I put the bike back together, it wouldn't start. My hex tool is telling me: 10167 : Output stage to Electric Fuel Pump faulty

This would seem to point to the Fuel Pump Controller, but I tested it with a brand new one I just installed in another bike. Could it be the fuel pump?

I was careful to reinstall all the connectors to the fuel tank and double checked in the service manual.
 
Do you have power to the fuel pump?

It gets about 10 volts (on start). I tried turning on the power and starting the ignition with the pump out of the tank to see what it does.

It jerks once with the power on. With the ignition, it jerks again - and then again a couple seconds later.
 
What numbers should I be looking for?

Over 12v would be great. Sometimes a “good” looking battery can be drawn down hard with the starter- leaving nothing for the other functions. The computers need to see at least 9.2v during the start cycle.

It drops to 9.6 (and recovers to 12 right away) when I try to start it.

I also checked this and throttle cables aren't pulled out. I'm really not sure.

It did this exact same behavior one morning after a hard freeze so maybe it is the battery..?
