Does a "sticky" condemn a thread to lonely oblivion at the top of a list? Or does it increase hits?

I think it would increase the chances of a new members seeing it. I think most "regulars" rely on "new posts" to find stuff.

Correct. It can be used for a bunch of things. In Online Central, it's a way for people to see threads that are basically FAQs. Sometimes, it can be up there for a short time and call attention to a particular topic the forum team thinks is important.
