Just to follow up on this thread...in case anyone is still interested...

After replacing the incorrect throttle cable and syncing the carbs it passed the emissions test with flying colors (and it seems to run smoother too). Thanks to Dave at Quality Cycle Service in Mesa for a great job and for answering a bunch of stoopid newbie questions about the bike. Now it's off to the MVD to get the title transferred...fun & games. Then I intend to do some more riding...
