2003 R1150RS replace handlebar sleeve to hold bar end weights

When I added grip puppies to my left hand grip the inside metal sleeve that the handle bar weight screws to came out. I cannot figure how to keep it installed when adding the end weight. The end weight and inner metal sleeve slide out.
 
That's an odd one... can't be just because of the Grip Pups...
Isn't the sleeve supposed to expand against the innards as it's tightened?
Is the screw the right size and the right head style? (stock is M8 x 30 mm, extra weights need a longer screw)
A stripped thread somewhere?
