new bike photo/rack photo and a ?

my question is... can i drill a 3/8" in those tabs so i can hook in a bungee?
not sure i want to spend a lot on hard bags just yet.

Rio,

Those "tabs" are the mounting points for the BMW side cases. If you drill a hole in those and mount bungee buddies, you will not be able to mount the side cases.

Installing bungee buddies on the mounting points would destroy them and you would need to purchase and install a new luggage rack, if you want to mount side cases

Aerostich and probably others sell fabric loops that wrap around the frame tube and provide a place for bungee cords.
