R&G Spindle Blanking Kit

Has anyone installed one of these kits? I installed it on my 2016 BMW R1200RT and I notice that both blanks, large and small, rotate with the rear wheel. Is this normal? Since the small one fits inside the rear wheel that one seems okay to rotate but the larger one is the one that has me questioning if I’ve installed it correctly.

I sent a message to R&G but figured I would ask here as well.
 
Thank you so much for the confirmation. I was just a little worried about the shaft side blank coming off at freeway speeds. It seemed a bit weird to me but I couldn't find any other way for it to not spin given both blanks are screwed to the same rod...so if one spins, the other has to spin.
