BMW OEM Mirror adjustment?

Is it possible to adjust the mirrors that attached to the handlebars via stalks on the 1994 R100R model? The mirror itself won't hold it's position again the force of the wind. I can imagine there could be a threaded bit and lock nut under the plastic sleeve located where the stalk meets the mirror, but it doesn't want to move and I'm reluctant to force things for fear of breaking something.
Anyone have experience with these mirrors and this issue?
 
If memory serves there was a black plastic cap on the underside of the mount with a nut and lock washer, mat just need re-torqued.
