water/oil pump water seal

Jon Diaz and Don Forsman posted a dynomite lesson plan for rebuilding the pump. I'm half into it (pump's off) and the new two part water seal is dry. No blue sealant. Is this normal?

It could be normal. I rebuilt a water pump on my DRZ400 once, which used a similar water seal design, and it didn't have anything on the outside of the metal stamping.
