Gas Cap

I am not sure if this is normal or not....

The black piece where you insert the key on the gas cap to open the gas cap "wiggles" has "clay." I noticed it today when I had to fill my bike up with gas.

Is this how the gas cap should be as I don't ever recall having it wiggle and/or have clay that I am feeling with the key in keyhole of the gas cap.
