Dust Cover Around Starter?

So I was adjusting my valve clearances tonight and was wondering; Why all the fuss about having a rubber plug in the Top Dead Center Timing Hole in the crankcase when there is an enormous void arount the starter that debris can get in through? Am I missing some kind of dust cover that fits between the starter and crankcase?
