It was a tragedy for the people in the SUV and the first responder that had to deal with the carnage, but not a tragedy that the thief died due to his outrageous behavior.

Yes. That is what first alerted the police. They ran the plate, came up stolen, they initiated a stop, he ran, the police did not pursue due to public safety concerns, but tracked him from a helicopter.
