Mirror Coming Loose

What’s the secret to tightening this type of mirror? The cone shaped piece will not move.

I have those on my 02 1150RS. The cone shape piece is part of the stalk. The mirror head swivels on the ball joint type thing just above the cone. So, if it loose not sure where to tighten. Sorry, my original response dealt with a too tight mirror adjuster.
 
Hmmm...the mirror had to be assembled. Can the metal stalk be unscrewed from the cone? Would that reveal some kind of bolt/nut on the inside?? Just a WAG.
 
Turn the mirror

Try turning the mirror head clockwise on the ball/socket. I recall a car mirror that was like this and the bolt holding the whole assembly on the ball could be tightened this way.

On after-market mirrors, that cone is screwed on to the stalk - but whether it's a left-handed or right-handed thread may (and sometimes Does) depend on what side of the bars the manufacturer intended the mirror to go on to.
I would guess that the ball swivel may be tightened from the inside.
