Reynolds Rack on K75RTP

I'm trying to install a Reynolds model 240 rack on a K75RT. All 4 bolt holes appear to align with the bag mount holes, as described by other threads on here. But I can't for the life of me figure out how to get the bolts through the rear bag mount holes and through the holes in the inner tabs of the rack. The outer rail of the rack interferes with the bolt path. Any hints on how to get the bolt through there?
 
It really does fit, you bolt it on from the inside.

The order / cross section of the components from the inside out is:
Bolt head, frame, luggage bracket, Reynolds rack, lock washer, nut.

I used allen head SS as they do get some abuse. You also need to make sure the lenght of the bolt is fairly accurate, I also used a very thin little wrench to keep the nut from turning (and used it and a small bit of duct tape to get the thread started).
