Monolever seat question

I am plugging along on my rebuild of an 85 R80 and am curious about the seat mounting. Both my 85 and my 91 R100 had aftermarket seats and a bit of creative hardware attaching them, so neither is a good reference.

I am returning the bike to the stock style dual seat with new hinges and am curious about the stopper (52531456214).

This seems to have the purpose of both holding the seat open and preventing it opening beyond a certain point. It also seems to limit the seat opening range so that it is difficult to access or remove the toolbox (I have the tall toolbox). Am I missing something or is this actually as intended? I imagine I could just remove it with out any issue other than possibly allowing the hinges to impact the frame.
