Center Stand Question

The bike a 1988 R100 RT.

The center stand is not retracting when the bike is taken off the center stand. Rather, it's hanging up at the 45-degree point. I replaced the bushings, since the old ones looked a little worn, but that didn't help. The holes in the center stand for the bushings didn't seem out of round to the eye. Could my springs be weak, or am I missing something here?
 
You know the bike...did the center stand previously pop all the way up? It sure would be nice to cycle the stand manually with your hand. Hmmm...maybe lean the bike over onto a milk crate and see if you can work the stand easily or not???
