1977 r100/7 clutch loose and cant shift trans

bike sat 20 yrs, got engine running but clutch wont engage and transmission lever wont shift out of neutral
 
The clutch won't engage (clutch lever out, engine turns the transmission) or disengage?
clutch lever loose at handlebar and also lever at clutch. my 1978 r/100s lever is fine at handlebar and 1/4 inch play at clutch. I tried to engage trans to ride possible clutch freeze out but shifter wont engage out of neutral on center stand with engine on or off, thanks for your time.
 
Have you gone through the standard clutch cable adjustments? If things are loose at both ends, seems like if the cable can be adjusted for normal operation, you might then be able to disengage the clutch and shift gears.
