I am not in the position, but do despair for the agony folks have about whether they should leave their loved ones in a petri dish of contamination or find a way to care for them elsewhere. I am sorry if any Forum readers find themselves in this position.
 
People are rightly questioning the actions of their leaders; they would be foolish not to do so. People who live in an area that has not had a covid case within 100 miles of where they live were told they cannot work, go to church or attend their daughter’s graduation. Their mother is in a hospital and they cannot visit her, even if she is going to die. They are watching their life’s work crumble and are powerless to do anything about it. It is wrong to dismiss their misery as mere complacency, being tired of staying home or wanting to make a statement. Doing so when one is secure in one’s finances smacks of smugness. I have a close friend who’s wife had emergency surgery 10 days ago and remains in serious condition. He hasn’t seen her since she entered the hospital. This in a county that has zero active cases and the last case was five weeks ago, and a state that has three people in the hospital. Decisions about how to respond should be made by the lowest possible level of government, not by federal governments or people on the internet.

In Iowa those decisions have been made at the State level.

GM's Employee Guidelines for Returning to work

With the restart of the auto plants, GM generated a COVID-19 policy based on their experience in China and S. Korea. Masks and Safety Glasses all the time on company grounds and a request to limit non-family exposures when not at work. It's an interesting read. Chrysler and Ford have had some restart issues at some plants due to new infections.

The strong caution that "my mask protects you" ............. means that when you don't wear a mask, I'm not protected (unless, I'm wearing an N95 mask)

Based on the current COVID-19 fatality rates, Memorial Day may mark the 100,000 death point for the US.
 
I have a feeling that the authorities would like “contact” limits to continue. I also have a feeling that the general population is busting to get out and on the move..... tired of the lockdown.
It looks like this staged opening is a way to see if the country can get moving and get moving safely. Probably a good idea to stay away from large groups that are not being responsible with masks or distancing.

In PA, the red, yellow and green conditions all include 6~15ft spacing and masks, but people forget that...........their mask protects the other person (reducing the "spray" of their breath) but doesn't do much to protect themselves. So, if the other person isn't wearing a mask, you need to stay as far away as possible.

Sadly, there's no effective means of enforcing this behavior in public spaces. However, business owners have control of what happens on their properties (see the GM guidelines posted above).

In many ways, it's similar to dealing with the "loud pipes saves lives folks". They're setting the standard, you can choose to leave.

What is red, yellow, green?
Different restrictions for different businesses or different restrictions for different parts of the state?
For awhile Iowa had different rules for the high risk counties.

Yes. Red, the most restrictive guidelines, apply to those counties with the highest rates. Currently, that's Philly, the counties on the southeastern border with NJ. Green, the least restrictive, apples to the rural counties, but requires following CDC guidelines for spacing, masks and group size.

The Virus has sure changed a lot of operations. The college’s that used to look down their noses and scoff at “online college courses” are now touting the courses. :deal
