find the cause of grips vibrating?

Mr 1976 R1100RT has a grip vibration problem something awful. I just purchased this bike and I guess my first guess is front tire balance. Any other suggestions. Thanks
 
More data needed. If you're riding down the street with vibey grips, and you hit the kill switch to stop the engine, do the grips still vibrate?

If so, then the issue is probably somewhere in wheels and tires: out of balance, out of round, mungled bearings as a distant third possibility.

If not, then the issue is in throttle body balance, maybe a small rock caught in the TB cable pulley, very poor engine tune, etc.
