Where is the snow? I thought this was about snow plows splitting lanes.

Someone explain/verify to me what I just saw.
Guy is lane splitting,
we see other bikes lane splitting on other lanes.... and then one of the bikes is a cop,
and he then follows the cop.
THe cop is in far left lane,
and guy in car being pursed is in right lane but hops out of car (and car rolls across lanes),
so cop gets off bike (in left lane) and chases him on foot.
Guy on bike (with camera) stopps and jumps in car that is rolling .....
now what I don't understand is what is stopping all this 5 lanes of traffic at this point....? the cop bike and this guys bike and the car rolling across the lanes....
