Refinishing System Cases-?

I have 'road experienced' system cases from the previous owner :newtoy- I've sanded the worst of the scratches out of them, but would like to see about restoring some sort of matt/pebble finish to them - any suggestions?
 
I picked up a spray can of bed liner at the local NAPA parts store. I sanded the case lids and painted the sealing surface that contacts the gasket then sprayed the lids with several light coats of bed liner. Works great.
 
Use a 3M green scouring pad. Place the pad on the surface of the bag and tap it with a rubber mallet. It replicates the texture finish.

I too sanded and then sprayed with a textured paint from Walmart, I think it was a Rustoleum brand. It came out great. FYI.. I tried the truckbed liner spray paint, but couldn't get it to adhere to the plastic cases. Maybe I didn't prep correctly. The Rustoleum has held up for 3 yrs now, still looks great.
 
It is possible to repair the latches. I replaced one of the "red flags" that had broken on one of my cases and ordered a replacement. You have to remove several pop rivets and carefully remove the entire latch assembly, then do whatever repair is needed and reassemble the whole thing. 4mm pop rivets are available at any good hardware store. I re lubricated all the moving parts in mine and it really smoothed things out. It may be that your flag is binding due to being slightly bent. That can be repaired easily on the bike. Good luck.
