97 R1100RT Fuel Qty Sender Inop

Life is good!
Is the spring at the bottom of the fuel qty sender tube supposed to be compressed at the bottom of the tank? Mine is and fuel quantity on the RID shows one bar all the time...full or empty.
 
Are you certain that the cover is correctly installed so that the float can move freely? If the cover is twisted with respect to the correct position, the float arm will get bent, stuck or otherwise damaged and the fuel gage does not function properly.
Also, you can check the function by connecting the proper terminals of the plug. Careful, sparks can ignite fuel and fuel vapors...:deal
 
Should the spring moved freely inside the tube? Perhaps my float is cocked and stuck. I have the tank off right now w no fuel in it so I will check for correct installation. Thanks.
