Are you certain that the cover is correctly installed so that the float can move freely? If the cover is twisted with respect to the correct position, the float arm will get bent, stuck or otherwise damaged and the fuel gage does not function properly.
Also, you can check the function by connecting the proper terminals of the plug. Careful, sparks can ignite fuel and fuel vapors...
