There is what appears to be a rather complete tutorial here-

Being that this is a new piece of software (app) there is a (an) expectation of a sign in along with authentication.
If I was to sign in, I would use two devices so I was able to follow the step by step sign-up tutorial and be sure I downloaded the correct app for my device.

Really? It requires a tutorial? Nope. Not in my universe. What ever happened to "user friendly"?
I think it’s just to help those that think it’s an app coupled to the regular MOA login.. a lot of the trouble and misunderstandings that happen here is that there is a dual authentication deal going on between the MOA site and the forum.

MOA Rally App Available
I hit the app (on my Android phone) for MOA 50 and was pleasantly surprised when the app for MOA 2024 opened! It's not fully populated yet, but there is already a lot of info available to peruse. Enjoy!

Downloaded and signed up. We’ll see how it performs.
I installed the app, registered my email addy, it wanted yo sellme another rally registration - I backed out.The app failed to install on my Android - I did search my phone - NO APP PRESENT ON MY PHONE - despite setting.yet another passwordWhy must the rally app be so difficult? downloaded app and tried to follow the instructions found in rally app portion on the National rally information. install, install again input my email address, create account? password? job title? organization? FORGET IT
FWIW- Backing out of an app usually results in the app not being there. As there are members that achieved success with this app, it's sound like procedural errors. At least with no evidence of the app on your phone, you have a blank slate to try again.
BTW- it sounds like you already had a rally registration?

Sure wish we could return to the Rally Book/Guide product. Last year in Redmond, the APP failed to perform satisfactory.
Staff had to print out daily seminar and the schedule in general.
As many paying attendees didn't own the best smart phone, or any device, for the necessary information.
When it did work, it wasen't bad.
But it was no old school Rally Manual with a map, allowing ease of use, that you could write in.

"ONCE AGAIN TECHNOLOGY HAS MADE THINGS MORE DIFFICULT!" has been my mantra for years and the more time passes the more it's proven true. Sometimes Old School is the best school.

Unfortunately that’s where we’re headed so I suspect we just need to make the best of it as it’s not going to change. I struggle with similar issues with the new RT’s not having a dedicated GPS mount. Everything is about “your phone”
