Rear Wheel Seal

I'm doing some winter maintenance on my '74 R90s and have re-packed the rear wheel bearings.

One thing I noticed is that thrust sleeve that slides into the bearing cover is a bit loose. It's never been a real tight fit actually, but after measuring, the seal is 22mm in diameter (as it's supposed to be), but the thrust sleeve measures 21.9mm, so as expected, it's not sealing very well.

The seal appears to be correct, (label on the back says 36x22x8).

And doing some searching, I also find photos of the thrust washer being installed under the cover, where mine has always been installed over the cover.

Any help/clarification would be appreciated.
