Is it possible to program an R18 that doesn't have hill brake from the factory?

That may be tough to figure out since BMW is loathe to give up the repair manuals. But there are tuning companies out there for the R18. I suggest you reach out to one of them and ask. They should be able to assist you if anybody can.
