Help with rekeying locks on aluminum GS bags

I picked up a 1250 GS which came with Vario panniers. I want to change my BMW aluminum bags from my old 1200 GS to the new 1250 GS and re-key them to match the new bike. I have pulled a lock core and checked the tumblers against the new key, and I am going to need a bunch of #1 tumblers; 3 on each core. The old key used only # 2 and #3 tumblers. The 2 panniers each have 3 locks, so that means 18 #1 tumblers! If I were to order new lock cores and tumblers (tumblers are not available individually through BMW) it would be about $40 bucks apiece, or around $240 for the set just to get enough #1 tumblers.

I called my local shop, Cherokee Cycles, and they have 3 #1 tumblers in a "leftovers drawer". Now I only need 15.

Does anyone out there have any #1 tumblers that they could part with? On the outside chance that any members rekeyed their locks and didn't throw the extras away, I thought that I would check before I bought a lot of stuff that I don't need to get the parts I do need.

One easy method would be to just put the key in the cylinder and file the tumblers down smooth.
 
Thanks CABINFVR, I had not thought about that option. I figure that if I do not find the #1 tumblers, I would just leave those slots empty. Not as secure, but they would be locked and I could fill in as I find them.
