oilhead windshield adjuster

My manual windshield is stuck midway (I think). How is the adjustment button/shaft removed? I've removed the windshield and cleaned parts of the shaft and sprayed it with WD40 but it still won't move. I am going to let soak a bit. I don't change the windshield position much so I am assuming it...
