Saddlebag closures - R18 Classic?

Are they really buckles? I haven't seen those Classic saddlebags closeup yet, but what is the actual design of the closures? Are they easy to open/close, and is there any lock feature?
 
The buckles are decorative. There are the plastic side release type buckles behind them.

We'll have to wait for the transcontinental to get real panniers.
 
Seems like the rear panniers on the K1300 had some odd looking latches. Maybe similar?
