Most "cities" defined as incorporated municipalities even if really villages, do require sidewalks in residential areas,in their subdivision regulations which cover newly platted areas. Many townships and counties outside of incorporated cities do not requires sidewalks in their subdivision regulations if they have even adopted such regulations at all.

I worked out of city hall in a city of ~80K. Sidewalks were a 'negotiated' piece of infra-structure. Upscale divisions always had sidewalks, both sides. Developers building more modest divisions would usually prevail with the argument that they (sidewalks) were too expensive for this "affordable" tract. Sometimes one side of walks, sometimes none.

Alleys are another thing that’s gone the way of the dinosaur. Now we put our garbage cans out front in the street on garbage day. And as you drive through a subdivision you can almost tell it’s age by the alley and garage combos; alleys w/garage in back yard, alleys with single stall attached garage facing street, no alleys and attached single stall, no alleys and attached double stall, no alleys and attached triple stall.

Then: For 26 cents a gallon ya got an attendant with his name on his shirt and station branded cap on his head, who put the ethyl in, checked the oil, vacuumed the interior, cleaned the windshield, checked the tires' air pressure, asked you if you were having a good day and handed out free maps.
