Looks like they are looking at the old LORAN or Doppler/AHRS technology as a backup that they described as a “Timing” system.

I also failed to see credit given to Clinton who descrambled the (P) and (Y) code in 1999, making 10 meter accuracy available to all users, which, if you remember, shortly there after GPS technology went from hunting outdoors products with 300 meter accuracy to vehicle use with turn by turn accuracy. That executive order did more to further the proliferation of International and national GPS based economic forces than probably any others to date. I’m surprised it wasn’t mentioned.

At the time I was a Commo officer and one of my duties was cold keying the EGI’s in the squadrons 58D’s with the monthly PY code. (Serious PIA) with the flip of a CIC executive switch (or the stroke of a pen if you prefer) all that went away and the EGI’s (Embedded GPS INS) were accurate all the time; we went from a FOM of 6 with out codes to a FOM of 1 all the time. The accuracy of flight operations improved dramatically.

Reece is right. This political action was a significant change. It opened the door to vast increase in use cases because of greater access to accurate data. This was a necessary stepping stone to where the system is now, and not only contributed to but actually enabled how we as users interact with it. The article's author should have mentioned it.
