GS Headlight Adjustment

I have a 2016 R1200 GS. The headlight is aimed too low. I attempted to adjust it with the knob under the speedometer, the one with the white lever. I cranked the knob back and forth several turns and the beam did not move. It's almost like it is disconnected internally. When I flip the white lever up and down there is no response. Any ideas?
 
More research

After doing some digging, I found someone disassembled the headlight. The adjusting screws are internal to the module. Is it hard to remove the headlight module?
I'm willing to take a peek inside as I believe the vertical adjusting screw has come loose from the internal plate. I have to make a move as the adjusting screw does nothing.
