06 R1200RT Bike would not turn on after inspection

Rode the bike to the inspection station (Bike has been running fine, rode it the day before). After the inspection (passed), tried to start it and nothing (turn the key and no activity from the bike). Tried pulling the battery leads to not effect. Had the bike towed to my mechanic and when we tested the battery it was showing 12.93v off. At this point the dash would come on but starting would kill the display and everything would go dark again. Bike started fine for the mechanic today. Nothing on the diagnostic tool.

FWIW bike is currently showing brake failure on the rear (servo brakes) and the fuel strip isn't working. Everything else is OK.

Anyone ever seen anything like this?

Attach a volt meter to the battery and test voltage - key off, key on, cranking or trying to crank. Report back. I think it is either a bad battery or a loose connection.
