Missing part?

There is a missing black plastic trim piece that extends toward the front of the bike. The area where you can now see through the tunnel in the fairing would be hidden by the missing piece. The other weirdness on that bike is the handlebars. Someone has clearly modded the bike. The top of the triple tree on mine is smooth and the bars are individual adjustable pieces L and R.

I don’t know what has been done to your bike or if it is safe or not but very severe modifications have been made

Aftermarket top clamp

That looks like an aftermarket top clamp to convert the RS to tubular handlebars. I have one of those with all the attaching parts in my spare parts bin. For some it is a worthwhile conversion as it greatly expands ergonomic options.
 
Looks like the windshield adjuster is also missing.
I really liked the adjustable bars - hated the bars on my 2004 RS.
