Panier Problem

Just picked up my new to me 2011 R1200RT. The problem I have is that I can remove the left panier but I can not open it. The key does not work for that. How dom I fix this?

Your 2011 panniers should work similar to my 2009. Here's what my manual says:
Edit: If after trying that you still can't open the bag then there could be a malfunction in the mechanism (it's been know to happen).

Yes I read that in my manual. The lock pulled out and I put it back in but now the bag won't open. Do you think the issue is in the lock or the linkage to the latch.
