Fuel Overflow-R75/5

Hello All: Have a nagging problem with a carb leak on a '72 R75/5 that I'm rehabbing. Despite having replaced float, float pin, needle valve; resetting of float numerous times, still getting overflow when engine runs. Actually, the flow seems to come not over the float chamber but from the "overflow" valve in the center of the chamber. Seems that the needle valve is still not shutting down fuel delivery, and it is overflowing. Any ideas? Many thanks.
 
How does the operation of the float feel and look when you do it by hand...bowl off and use your finger to raise/lower the float? Should be a smooth operation. What's the float height? The mold line of the float should be parallel with the carb body flange when the fuel is shut off.

How do you have your carbs aligned? Are they tilted severely inboard/outboard? If so, that could result in difficulty of the float to work itself to seating. They should be vertical or what I do is angle them slightly so the tops of the carbs are closer to the engine.
