Update to Garmin Express - 6/19/2018 but No Map Update

I checked Garmin Express this morning and it said an update was available. Here's the screenshot post-update on a Mac:

No map update at this time.

Latest Map version is: 2019.1

You have updated the 'Garmin Express' app. Not the installed maps. You most likely have the latest version map installed

Awhile back there was a minor update, 2019.11 for maps.

City Navigator North America NT 2019.11 is actually version 2019.10.
If you open the file folder @ (C:\ProgramData\Garmin\Maps), you will see that all files reference 2019.10. All registry entries also reference 2019.10 NOT 2019.11
