Cannot remove right side low beam light cover-2011 RT

My right side low beam finally failed after 7 years along with my battery. The battery was easy to replace. The low beam not so much. I cannot remove the cover to access the bulb. It only turns less than 1/4 and stops. I cannot loosen it to pull it off. I know to turn it to the left. Auf.
I tried from the top and from underneath coming up under the headlight assembly. Will not budge but a slight amount. Left side was easy.
Anyone have any ideas? Might have to take it to the dealer.

GOOD NEWS! I finally got off the cover by removing the upper plastic and gaining access with a pair of channel locks. The problem was caused by a brown wire pinched in a slot with the cover when it was put on at the factory. There is NO way that someone couldn't tell how hard it was to screw in the cover. I decided to replace the other bulb at the same time.

If it turns 1/4 or so then it may just be stuck (righty tighty lety loosey) take a small teaspoon see if you can catch an edge and pop/pry it loose.
