RT Front fender (wheel cover) removal

2008 RT. I know how the front fender (wheel cover/painted tip) comes off....however, what needs to be removed to get the back 2/3's of front fender off? Wheel need to be removed?
 
Had it off for painting purpose as well as installing a fender extender.
Had the wheel off for tire change, am not sure, but I think there are
two screws from down up. They came out, not sure if easy, but had
no issues, I would remember that!! I don't know much about painting,
and found out the hard way that, even if you use a paint made for plastic,
you have to apply a plastic primer as well. Or it will peal off. Since you
are at it, may want to look into a fender extender
