refinishing front forks on 1991 R100RT

A lot of the black is worn off on the lower front fork tubes of my 1991 R100RT. What is the black material that is on it from the factory?
Am thinking about powder coating these. ??

Powder coated mine and will do the same for the 1992 R 100RT. As you can see now only did I do the lower sliders, but the wheel rims, rotors & hubs as well. Keeps the colour consistent.
