Are the brushes contacting the slip rings on the rotor under spring pressure?
There is an order of washers that are required when replacing the brush holders. If they aren't done correctly, then a non-charging situation can result. Look at #5 in the "GEN lamp (alternator lamp) PROBLEMS" section here:

If the charge light is ON when you turn the key but before you start it, then the brushes have to be touching the slip rings. Please clarify that.
Buy yourself a copy of Classic Boxer Charging. Not much $ and invaluable source for Airhead charging system info and testing and troubleshooting.
