Tight Allen Screws

I am trying to get the stock pannier rack off my 2016 GSA so I can install a Tourtech rack. It is attached by four 5mm allen head screws. I cannot turn them. Have tried WD 40 and every ounce of muscle I have. They are solid as welds. Any ideas on how to loosen them? Any sage advice much appreciated!
 
WD40 is the wrong compound. Get a can of PB Blaster which is a penetrating oil and you'll see them out. After the PB has a half hour or so to penetrate, insert the proper bit and give it a couple of sharp raps with a small hammer then try to back them out.

Thanks for the advice, but finally realized they were torx heads, not allen. Put the right bit to them and got them right out. Sometimes I wonder about myself....
