R850R Dash lights

I am working on a friend's R850R and trying to make it right.

First, it is a testament to BMW that this goes down the road. It has had multiple owners and I am guessing none have done much beside ride it, drop it, slide it, etc. You get the point.He has put 7000 miles on it and not even changed the oil. Doesn't know how to check it! Never knew there was a center stand. The list goes on but you get the idea

Anyway, someone put turn signals on it and I thought they were wired wrong. They are wired correctly. The reason I thought they were wrong is because the dash lights for both the left and right signal are illuminated. They come on brighter where your signal but they are on. Are the turn signals also clearance light and are supposed to be on? Is the dash indicator supposed to be on?
 
It is a Kissan Signal Minder feature/benifit. Thanks for the answer

But that "feature" can be turned off. I have to remember how every time I disconnect the battery. Details should be on the web. Make sure you hold your tongue just right....

Push and hold the turn signal cancel button.

Then push the emergency 4 way flasher button.

Repeat a second time.

The running lights should be off
