England announces Framework for Motorcycle Safety

Whoa... this is really deep.

At least in the UK they see motorcycles as a transportation solution and not just a recreational vehicle.

I've noticed there's a lot of information on motorcycle safety that's come out of the EU.

Indeed there is.....because they take the subject very seriously, life and death seriously ! Motorcycles are considered as a means of transportation, not as two wheel recreational vehicles for those too lazy to pedal. Their training programs are far more extensive than here, in many areas licenses are graduated with testing based on experience and skill levels and you start small and work your way up.

Unlike America where we feel we have the God given right to be as stupid as we want,,,and take full advantage of that fact. For example: here in NY state to obtain you basic motorcycle learners permit, you need to be at least 16 years old and pass a 20 question test. There are three versions of the test, one contains two questions about motorcycles, the second version has three motorcycle questions, and the very hard one has FIVE questions about motorcycling. The remainder of the questions cover blood alcohol content and road signs. If you pass, and not everyone does the first time, you receive a document that permits you to ride on your own bike with a licensed rider within 1/4 mile of you. That licensed rider can be sitting on the porch while the learner goes up and down the road 1/8 mile in either direction if they choose. When you feel ready you can schedule a DMV road test where the examiner will ask you to make circles to the left and then right without putting your feet down. If you can manage that, then they will ask you to attempt a couple of figure 8s within the width of a two lane street. If you managed that the examiner will be a passenger in your car, driven by a licensed motorcycle rider, and observe you making a stop at the stop sign, a couple of left and right turns, and then back to the start point. If you didn't fall over or hit the examiner you passed. There is no requirement to shift to second gear, demonstrate adequate braking skills, demonstrate cornering skills at speed or any sort of situational awareness. In NY state there isn't even a requirement that the examiner have a motorcycle endorsement to his license. Assuming you passed this strenuous examination, you are now free to go out and buy ANY motorcycle you wish, no restrictions! Is it any small wonder that the crash rate amongst new riders is so high in the first year???

NY state does offer the full range of MSF courses, but they are only two day courses. They are not required, and even though they are light years ahead of attempting to teach yourself to ride, they are still very basic instruction. Only a very small percentage of students return for the advanced courses, a real shame.
