Cell phone/ Seat belt sting

I was always told that driving a motor vehicle(getting a drivers licence) IS a privalage,NOT A RIGHT here in the USA but I don't know about Canada,so if you don't follow the law you can just not drive a motor vechicle anymore if you don't like what the government laws are doing to your behavior behind the wheel/handlebars,or just pay the man!:violin
